Best software to modify Server GUI

Hi,

I would like to modify the login screen to not show a login ID only the password.

Seeing as I am not a software developer but willing to have a bash anyway, can you tell me the best software to modify it with?

From what I can see in the source code, something like Visual Basic or Visual Studio is required.

Is this correct?

You can try to modify the resources only
( free utility)

This only allow to change position/text, remove resources..
