A few silly questions -

Guess the first silly question is -
Is your WinVNC server ip address 192.168.123.183?

Second one is as lenisham states -
Did you mean to set the service port up as 2900? You can specify this in the program however if you didnt the default for HTTP web services is 5800 and default for WinVNC to connect is 5900. If you didnt mean to change that ip address.

From your statement of the http://myhomeip:port that looks to me as if you want to connect via the web viewer. In that case the port by default will be 5800, or if you set it up to be 2900 it is for example - http://YOUROUTSIDEIPADDRESS:2900

you can find out what IP address you have by going to - http://www.whatismyip.com/

then inserting that into the url above.
