dont know if i understand you right,
the ip you see in your taskbar is the internal router ip.
The IP you see at portforward.com is the external (WAN) IP from your router.

Okay, let's start this from the beginning. You should have your DSL/Cable modem connected to the WAN port of your router. Your PCs should be connected to the switch ports on the router. To make things simpler for future use, assign each of your PCs static IPs in the same subnet that the local address on the router is. For instance, the external IP of your router might be something like 66.83.79.2 and the internal IP address is (unless you've changed it) 192.168.0.1. So, the computer that you want to have VNC access to should be 192.168.0.x where "x" is a number from 2-254. Just make sure it's the only device on the network with that exact IP address.

Install VNC and it will automatically pick up that IP address (192.168.0.x) as the address to listen on. It will also default to port 5900.

Log in to the router (192.168.0.1) and click Advanced tab and then click Virtual Servers. In the resulting screen, input the following values:

Name: VNC
Private IP: 192.168.0.x (where "x" is the number you gave the computer above)
Protocol Type: TCP
Private Port: 5900
Public Port: 5900
Schedule: Always

You should then be able to open VNC Viewer on any machine on the Internet and input your public IP address as the IP of the machine to connect to and log in to your machine. Easy Peasy.
