Winvnc.exe keeps flapping

Got two win10 machines, firewall is off.

First one works fine, but the 2nd one its not listen on the default port 5900, the UNVC server settings are all default.

I went through everything to troubleshoot and i found one of the winvnc.exe is constantly turning on and off. On the machine that works, there are two Winvnc processes running under task manager details, on the problem machine, one process is on, the other flaps.

Restarting/reinstalling didn't solve the issue.

Any advise?

One winvnc.exe is the service, the second is the part that runs on the desktop.
The flashing is the desktop part.

1)
- Stop the service net stop uvnc_service (from cmd) or via the service manager
- Run winvnc.exe manually... your actual start the flashing instance manual
Possible some popup errors, this also allow to activate the logging.

2) You can also copy the ultravnc.ini from the good to the bad machine, the file is portable, is in the folder of the winvnc.exe.
