As well known UltraVNC can be started as a service (under Win2K/WinXP) or manually by clicking on Winvnc.exe.
Are the settings adjusted through the winvnc.exe window the same for both the service and the stand-alone UltraVNC?
If not: How do I e.g. setup another password for the service and the manual stand-alone server?

Setup ports, passwords and more for UltraVNC service ??

Can I prevent people shutting down the Windows VNC Server, or changing the Windows VNC Server settings?
UltraVNC Winvnc 1.0 for Windows can be run either in Application Mode or Service Mode. In Application Mode, the user runs their own copy and has full control over the settings and can control the server and shut it down. In Service Mode, only Administrators can configure or shut the service down, whether via the VNC Server tray icon or via the Start Menu items. Additionally, the Options and Close tray menu items can be greyed out by adding the DisableOptions and DisableClose settings to the server, as described in the VNC Server documentation.
