the "damn thing"

in full screen mode there is a nice drop down bar at the top center of the screen.

on the bar are buttons for minimize, maximize and close. additionally at the left there is a thumb tack to make the bar not automatically close.

where are the settings for this bar? i would like to change some defaults. for one, at 1600x1200 i can easily afford to make my bar much larger in width, allowing me to fully show off the plugin i am using so everyone on earth can see it. secondly, i would like to make mine default so that every time i connect the thumb tack is automcatiicaly pushed in - making the bar automatically stay instead of automatically hide.

any help out there?
