Ultravnc Blanking and disable local inputs problem

I am having problems with disabling local inputs and blanking the screen.

I have the following setup

windows 7 ultimate laptops connected to wireless router with ultravnc installed on it

I am able to blank the screen and have a picture saying it has been locked but i would like it to be able to do this when needed to and also being able to disable local inputs so they cant play around with the mouse or keyboard.

I have ticked the disable local inputs box and it still allows them

How do i configure the admin properties further if needed to disable the local inputs

I have the lastest ultravnc installed on all machines
