Windows 7 log in but no mouse or keyiboard

I can log in to a Windows 7 Pro xi386 workstation, desktop is visible but there is no response to the Keyboard or Mouse.
What am I missing....?

go to the server admin properties and uncheck the disable viewer inputs
under the keyboard and mouse.

reboot or restart winvnc
