CAD not working

On machines running windows vista, we have the problem, that CAD is not working. We always get the following error: "Ctrl-Alt-del require service, no permission" as soon as we send CAD. Vista files are downloaded, cad.exe is present in uvnc directory, uac is enabled, uvnc is running as a service.

Vista 32bit or 64bit?
