Java works, but the client doesn't

I had ultravnc working on my last computer & just installed it on a Windows 7 machine.

The java client works great, and works when accessing across the network, but I can't seem to access it with the regular client.

Through some testing I know that my computer is listening to port 5800 but is not listening to port 5900 even though that's the port entered in ultravnc. I've set those ports to forward on my router but not even localhost access works.

Why would the java client work across the network but the regular ultravnc client can't even be run through localhost?

I'm using Windows 7 and UltraVNC 1.0.8. Any help is much appreciated.

update winvnc 1.0.8.0 to 1.0.8.2
close winvnc or stop uvnc_service
replace the file
UltraVNC 1.0.9.6.1 (built 20110518)
OS Win: xp home + vista business + 7 home
only experienced user, not developer
