It would be very nice if the chat message window could pop-up on message arrival.

Nice idea.

I don't think it can be considered as a "new feature" so maybe I'm going to add this behavior right now in RC19 codebase ;)

Done.
Now in CVS.

The minimized Chat window is now restored on the foreground when a new message arrival.

Same thing for the minimized FileTransfer window when a transfer in the background is finished: the FT window is restored on the foreground.
