How to connect from my network to another outside

I want to connect to another computer outside my network. My ISP provides me a dynamic IP and so they do to the other network. I dont understand about to subscribe to a dynamicDNS issue. What does that mean? and What exactly do I have to do to make that connection?
I saw an answer of a question like mine and really was a very complicated answer asuming the questioner was a technician.
Most of the people around do not know technisisms so we look for a simple and easy to use software that makes our requirements easier. Thats what the banners about UVNC says..."simple and easy". Is that correct? or I have to be a technician to work with these tools? thanks. Hector.

One way would be to install Hamachi on each computer of interest.

You create a new network using the Hamachi application.

You allow the other person to join that network.

Now the two computers are in a virtual network and have static IP addresses.

Connect to the other computer using uVNC and the static IP address provided by Hamachi.
