At work I often get my emails very late after having being sent. Someone said my IT administrator maay be hoiding them ane reading them. He said to see if UltraVNC was on my computer. I went to "Run", then typed in "regedit", cliked on "local" and there is showed "Ultravnc".
Is this what he is doing?

If your IT admin was reading/holding your mails, I suppose that you won't even be able to know it, and they would arrive as fast as usually in your mailbox anyway. They would maybe be marked as "read" but that's all.
If your mail are intercepted, it's probably before they reach your machine.
More probably, your mail provider (the POP/IMAP server hosting company) have some traffic delay problems (like dealing with mass spam mailing for instance).
If you are using an old version of outlook (2002) or if you have a huge mail file (.pst), you can also try to kill Outlook process and restart it.
To check if UltraVNC (or any VNC server) is running on your machine, simply look in the task manager for the "WinVNC.exe" process. if it is running, someone can probably take controle of your machine remotely.

Maybe your ExChange is Dying. And routing on exchange often get stuck in Catagorizer. But that's all.
