So I want to setup a user groups for people who have Access to remote into a computer via VNC and move the mouse around and do all the normal things. However, I want to lock down the actual VNC program itself so they can't open up the Admin Properties and start making changes to things. Is there any way to do this?

Vnc settings are protected by the standaard file permissions on ultravnc.ini.
If you grand someone permission to write to this file, he can change the settings.
The permissions depend on the desktop user, not the user used to login with vnc.
