EnableJapInput=1 not work in ultravnc.ini . You must enable this in vncviewer option . If you connect via cmd you can't.

The viewer allow you to preset this

1° Save as default -> settings are saved via file in user temp
2° Save as .vnc and start viewer by clicking .vnc
or
3° vncviewer.exe -config filename
