So I have Uvnc install, actually its install on a lot of machines as a part of an iamge. One machine has started to not work as a service and I'm not sure why. I wish I could provide you logs but it won't even run far enough to produce logs as a service. If I run it as a user it works just fine.
Some specs:
win7 32bit, in a domain with UAC off
Uvnc 1.0.9.6.2
Settings in ini file.

Well... I fixed it.
My last try was a combination of things and I'm not sure which did it. Using Procmon.exe and some patients I noticed a few things and also made changes to the ini file.
I told it:
kickrdp=0 (this was set to 1)
I turned on auto port config (its still using 5900)
secondary=1 (this was 0 and I'm thinking this always sets the second monitor to be viewed as well and this user has a second monitor now)
I noticed that it was in a loop, reading the ini I think, reading the directory and then creating c:\program I have no idea why it would be doing that. So I decided to see what c:\program was, driectory or file and what was its contents. Well it existed and it seemed to be something about installsheild and a silent install. I deleted it and started the service. This time I noticed it writing to the log file... wait the log file!
I was in an RDP session so I closed it and now it's running. I just remembered I told it not to impersonate but I know that did not help. Lets see if that stops the disconnect with user changes though.
