LAN only Failed to connect to server Win7 MS Secur

Two Windows 7 Home Premium 64 PCs both running only Microsoft Security Essentials for av each PC direct connected to router (ethernet cable). UltraVNC v. 1.0.9.6.2
Problem: Failed to connect to server
Server is running on remote laptop
Windows Firewall allows vncviewer.exe under Inbound Rules for tcp (and udp). No override, enabled, "Any" to all other settings
Reviewed all FAQs at viewforum.php?f=9 and https://uvnc.com/onlinehelp/index.html

Trying some troubleshooting from https://uvnc.com/onlinehelp/15.html
• Ping suceeds to remote computer IP address and hostname
• "netstat -an | more" confirms the machine actually has ports 5800 and 5900 open and listening, i.e.
Active Connections
Proto Local Address Foreign Address State
TCP 0.0.0.0:5800 0.0.0.0:0 LISTENING
TCP 0.0.0.0:5900 0.0.0.0:0 LISTENING
I would test telnet but via command prompt 'telnet' is not recognized (as an internal or external command, operable program or batch file.)

Had connected successfully about a year ago on LAN via a different router, but lost my notes :-(
