Unable to execute file

I'm installing UltraVNC v1.0.9.6.2 on Windows 7 x64. I've run the installer as an Administrator and at the end of the installation I get the following error messages popup:

Unable to execute file:
net
CreateProcess failed: code 2.
The system cannot find the file specified.

Unable to execute file:
C:\windows\system32\netsh
CreateProcess failed: code 2.
The system cannot find the file specified.

Why do these errors occur, and what should I do about them?

PS - I was asked the question 'Under what FLOSS license is (most of) UltraVNC released?'. My answer of 'GNU' was not accepted. This seems like a needlessly complex question to ask, even as far as spammers are concerned. How many non-spammers have failed to successfully ask a question on these forums due to this?
