Server service running, still cannot access before login

On Windows 7 I am running UVNC server as a service ("uvnc_service", automatic, started, Logon to Local System account w/allow interact w/desktop).
If I start the PC but do not login I should be able to remote in to the PC, no?
I cannot.
If I do log in to Windows I can remote in without any problem.
Anyone have a clue why this isn't working for me?

Yes it should work and no, I don't know why it isn't. What exactly are the behaviors/errors/warnings you're seeing on both sides of the connection when you attempt this? What versions of UltraVNC are you running on either side?
