Can connect to server by remote viewer

CAN connect to connect to server using the viewer from any PC on my LAN & using the IP address. (So PC firewall must not be issue?)
CAN connect to connect to server using a browser from anywhere, on or off the LAN, using the URL.
CANNOT connect to connect to server using the viewer while off LAN and using the URL.
Do I need another port opened? Presently 5500, 5800, & 5900 are open.

yes, possible windows 7 firewall issue,
it can work inside and can fail outside, reason:

there two mode of windows 7 firewall ,
public (outside of your home or outside office like cybercafe/hotel or any place)
or
private (office or home network)
check firewall again in the two mode.

Not the firewall, I turned it altogether OFF and same symptoms, no difference. I have no other firewall on the PC.

sorry, out of idea

your test is it done from outside of your network
or
did you try reach your external host from inside your network
this test can fail sometime, related to some router won't allow loopback connection.

To use the URL (rather than the IP) from inside the LAN (from a pc other than the server) fails too.

Calling it a "URL" is a bit confusing. Those are for browsers (and I know you've used the browser-based Java viewer).

You're just giving an Internet host name and port to the VNC viewer application.

It should work. But you may need to use two colons.

Try starting VNC Viewer and entering myname.dyndns.org::5900
