Can the "Save Connection as" feature be disabled? If so what are the steps to do so.

You can try to create the file (read-only)
C:\Users\rudi\AppData\Roaming\UltraVNC\options.vnc
Replace rudi by the username
The feature isn't disabled in the gui, but user can't write to it...
