Is it possible to use the Ultra VNC viewer to transfer files to a Macbook running "Apple Remote Desktop" in VNC mode?

No I don't think so. You'd need to run ftp or another file transfer mechanism. If they're on the same LAN, Windows file sharing (SMB) is probably the easiest way to go.
