Sorriliy you are not using sf.net anymore for your downloads. So I can't download there. I have to download on your page.
Whereever I click to download the latetest UltraVnc 1.0.8.2 FULL version for win32 I am redirected to http://sc.uvnc.com/download/click.php?id=54 and that server "sc.uvnc.com" or that page "click.php" seems to be down !
I don't know where to download otherwise.
Shame on you, for messing up downloads just because you want to put in a php-click-counter. Your webserver seems to run, why don't you just put the files online and let people know the direct url ? Why do you have to count on php basis ? don't you have logfiles ?

The ISP notified us 3 days in advance that our server was moving
"from our San Diego, California data center to our Phoenix, Arizona data"

uvnc.com is current running on a backup server but 3 days isn't a lot for
installing/configuring a new server... seems sc.uvnc.com is broken.
It's a dns entry that need to be changed, but it's to late, the dns update take longer then the server to be back online...

You could just add this line:
to the file c:\windows\system32\drivers\etc\hosts
to get it working till the dns propagates properly...

The problem is that the old server will be back online in 12 hours.
( on his old ip address)
Making changes to the dns now and reverse back in 12 hours doesn't work, it just take to long before the dns changes are public.

But why go through that (hosts files, quickie mirrors) when you can just copy and paste 68.168.97.66 into your browser? I just tried and it worked just fine.
DNS happens. Perhaps it could have been handled a little better (shorter TTL in advance, etc.), but this is not a big deal by any measure.

as I tried to copy 68.168.97.66 into http://sc.uvnc.com/download/click.php?id=54 so that I get http://68.168.97.66/download/click.php?id=54 which I thought will enable me to download. Instead it simply just redirected me to the main page. Seems like the click.php checks for the referrer, which is of course not available when I enter the adress directly. If you start out with http://68.168.97.66/ as the url, after a click or two it adds the domain name to the adress ( maybe by using a redirect ) .
