When we try to connect we get the following error:
Connection failed - End of Stream
Possible Causes:
- Another user is already listening on this ID
- Bad Connection
We get this all the time.
Then it might start working.

I'm having it myself when trying to use ssh (putty) with local port forwarding, and then connecting UltraVNC viewer to 127.0.0.1 or localhost.
It seems it detects the server but then it gives the same message:
"Connection failed - End of Stream
Possible Causes:
- Another user is already listening on this ID
- Bad Connection
"

I have not been able to get this to work correctly yet. I do know we have a good connection because I can ping the machine I just can not get this to be stable

I was thinking some kind of firewalling or packet shaping or MTU factor or VPN-like tunneling is in effect, but I really have no idea. (Of course ssh as castigious mentioned is a form of such tunneling.)
Do you have the same problem when testing across a local network? Can you describe the network connectivity between the viewer and server, including routers, firewalls (hardware and software), and ISPs involved? Type of connection, DHCP, etc?

We have trailer that has a digi modem connected to the computer. We have great signal strength. This is setup using dhcp on the modem. We have vnc running on that computer. This is the one we are trying to connect into. This is running windows firewall. We have another pc that is windows xp sp 3 running windows firewall and goes out using dsl modem. We also have another computer that is running windows xp sp 3 and is on a work network that goes via a router and firewall. Still same problem.

Well that explains it -- it sounds as if you're using cellular mesh networking of some type -- that's got to be mangling your packets or dropping out from time to time. I would guess that <b>any</b> full time streaming (and that's in effect what a remote control session entails) is going to give you trouble. Even simple latency problems are going to kick off connections periodically.
I'm not a developer, but perhaps if you give more detail about the setup of your Digi modem and the cellular carrier/technology it's using, they can figure out what might be happening.

we can always connect to the modem. we just can not connect to the vnc . Signal strenght is great.

I think you're missing my point. If you are, as I infer, using a mobile cellular based network and/or wireless mesh arrangement, you are using a very unusual network (relatively) and you problems are going to be unique.
Whether you can "connect to the modem" locally means <b>nothing</b>. That's just the first hop, and will only help you reach other stations connecting to that same "modem" (wireless router/gateway?).
I suggest you consult with the people responsible for putting in your network and ask about the limits of its technology for full-time streaming. I am guessing they will advise against doing it, at all.
You can ask whether full time uninterrupted videoconferencing, VoIP, and video serving are supported across the network. These have similar usage profiles to trying to maintain long-term VNC connections.
You really should have mentioned this unique arrangement in your original post.

I get this error if I kill a viewer session to my Perl repeater before it connects. Killing and restarting the Perl repeater always fixes the problem.
(of course you will lose the server connection to the repater as well, which will have to be restarted)
