Posted several questions before and solved my issue finally.

Scenario: Administrator & users running on W2K and the users only using "User mode" (not "Power users" and "Admin"). How to enable the MSLogon feature?

ONLY can use the VNC "services" mode is true, but the services always ON seems risky. So I use Group Policy to allow the permit for user to control the "Start/Stop/Pause" for VNC services. Working fine now.

What policies did you change to allow the user only
to execute
net start vnc
net stop vnc

could be interesting for other people to

By default, user mode cannot start any services. I did some permission change refer to this article:

Now, user can use net start winvnc to start the services.
