DSMPlugin error message

I have installed ultravnc on multiple machine and I am getting the following error message:
"the plugin was unable to locate the key file. Please ensure that the registry entry is properly set and that the key file exists."

I have generated the key on my server and copied the same rc4.key file to all of the client machines. When I log in as an administrator it works fine, but when I login as a normal user it give me the error message. If I give the user admin right, the error message goes away. This leads me to believe that it is a rights issue, but I am not sure where to look.

Any help or direction would be appreciated...
