-sc_exit without the exit

Redge has a great idea here and I would like to see this implemented:

-sc_uac feature:

* Viewer shouldn't close when UAC prompts.
* Viewer should display a message that UAC is prompting on the server.
* Server shouldn't exit when the viewer is closed (-autoreconnect support)

it work partially
vncviewer reconnect value
not available from commandline
only active windows is available after reconnect until main windows requested UAC is closed. (all baground windows are uncontrollable)
tested with chunkvnc_swiss

wivnnc.exe sc_exit

while i'm connected to remote
vncviewer ... options... number of times the reconnect is attempted

i think should be solved if vncviewer set reconnect 3 before connect to repeater (not autoreconnect)

test success as service and application, as awaited result. cool.
but a bit slow only first time access UAC until certificate is checked.

If you are using 1.8.2 an select Lock Workstation when last Client disconnects, you can't Shutdown your System from the Windows desktop. The Lock Workstation command is executed after and stops shutdown.
