Unicode support for SC helpdesk.txt

I'm trying to translate the helpdesk.txt strings to Hebrew for use by my clients. Saving the file as Unicode is not possible since winvnc seems not to handle the file header as with UTF-8 encoded strings.

Do I miss something and there is solution for my task?

It looks like SC creation tool really handles only ANSI string text files.

Is it possible to add UTF-8 support, please?
It really would be nice, since we need to make this tool for users who don't know english good enough.

7 years after this ignored discussion, someone tried to patch in Unicode support but couldn't find an updated repository.
Update: it was eventually added officially as mentioned in that thread.
