I have made a SC server, and start it on a pc. Nothing happens, except an icon in the system tray that says 'WinVNC - listening' when I point at it.
What should happen, as I read the doc well: either a window, or the message from [BALLOON1TITLE] when you have one [HOST] and [DIRECT].
What's going wrong?

Thanks for your answer, but it does solves my problem.
I've taken all the steps mentioned in the page from the link.
In step 8:
There's only a icon in the system tray that says "WinVNC - listening".

Unfortunately, there comes no window where the user can "double click on the appropriate name".8 - Finally, email the end-user the remote_support.exe file (or put it on your website with a download link, send by Instant Messenger) and tell him to run it.
-> Once he/she runs it, he/she must double click on the appropriate name. It may take up to 20 - 30 seconds for his/her VNC Remote Screen to show up on your display. Now you can operate and remotely control the remote computer.

@Robin: the viewer is running, but the server must take action first, or am I wrong? (ie display a startup window)

Have you sent the files to the right computers?
A) Machine of IT expert.
The "listening" icon should be on the PC of the IT expert. Ideally it would say "Listening - Port 5500" when hovered over. Is this correct?
(You run it with the command or shortcut: "vncviewer.exe -listen 5500")
You get no window at this end for now, as the connection is started from the computer needing help.
B) Machine needing help.
They have the remote-support.exe file on their computer, and if the file has all been setup correctly, then they double click on that file's icon, and get the remote utility with a couple of options to choose for support (the two connections you set up in the file you posted). When they double click on one of the offered connections, it should spend up to 5 mins hunting for the IT support machine.
If this is how you have it setup, and double clicking on the remote-support.exe file on machine B) says listening, then it is probably wrongly configured. Go back to get the remote-support.exe file remade with your helpdesk.txt file.
Let us know which machine has the listening icon, and what is clicked on to get that icon to appear on that machine.

I made this with UltraVNC SC Creator tool on http://www.uvnc.com/pchelpware/sc/creator.html
When I unpack the exe-file (with 7zip) there is winvnc.exe in it (VNC server for Win32, build 10.0.0.18 ) and made, as I wrote, by the SC creator tool).
This exe should be showing a window with option to choose for remote support (as you said), but it only 'sits in the system tray, listening'.
I hope so.I'm sure it is easily solvable.

According to the information you provided, I draw the same conlusion as redge: your helpdesk is ok.
In fact, I use your helpdesk.txt to create the SC.exe, it works as expected too.
I really don't understand ......
Is there a very special problem of your created SC.exe, or your software/hardware setup?
The only reason I can image is: the "helpdesk.txt" is not packed inside the created SC.exe, or it is corrupted and non-accessable.
If possible, can you upload the SC.exe you created to somewhere, so that we can take a test on it?

I've don it all over.
I downloaded the viewer and the SCserver. In the helpdesk.txt I changed only the two IPaddresses. And it works.
The original window of the SCserver is showing up; and it comes also when there is no viewer on another pc, as I expected.
So, my problem is solved. But where was the error?
When I have time, I try some different versions (with the old helpdesk.txt for example). I will post my conclusions here.
And when you still want de old SCexe, I can put it somewhere where you can download it.
