I've been using uVNC for years and want to thanks the devs for a great job!
My current problem is that one of the PC's I want to connect to is using a Wireless ISP that is using NAT and I obviously can't set-up a port forward on their router. Is there anyway around this? If I can not initiate a session from outside the NAT can I do it from the PC back?

yes, you can do reverse connection this bypass
requirement, open NAT to your router of vncviewer and redirect the default port 5500 TCP to your computer where installed the vncviewer.
server iniate connection to vncviewer listening
1. local (viewer, client, yourself who give help)
"%programfiles%\UltraVNC\vncviewer.exe" -listen
2. remote (server) (who need help)
right click on winvnc... Add Client
input the FQDN or public ip ... OK
3. server (remote) should be connected to client, viewer (local)
otherwise,
you need to use repeater in middle (slower connection)
both client and server do outgoing connection to repeater and it connect together. so no need to open any port on router and bypass nat and firewall.
