Ultra is installed in Program Files and is running as a service on the server. (XP Pro)
I have read a lot of threads trying to find something to solve this problem but have found nothing that works.
Oh, I am NOT trying to access a PC behind a Router, instead, I'm trying to access a PC in the LAN. (However, I think I also had this problem when at home trying when accessing the office network behind the router.)
RealVNC CAD works just fine.
Also, File Transfer is up and running too.
Without CAD, I can't use Ultra.

I am not "service" savvy, but I kept getting messages that winvnc was Registered as a Service.
Perhaps it was not started as a service? (how to tell?)
I ended winvnc, then from Start, started it as a service, and found No Icon on the task bar which was somewhat surprising.
So I rebooted, the icon appeared and CAD works.
I have no idea why there aren't settings to
1) Run VNC on Startup, and
2) Run VNC as a Service or User Program.
While it is possible to do 2) from the Start>Programs, that has nothing to do with Startup.
Very confusing for something so basic and simple.
