Is it possible to run the listener using the dsm plugin but allow some unencrypted connections to come in too, or do you have to use one or the other? Also any suggestions of why I get an error when the client comes in stating "The plugin was unable to locate the key file".

yes possible but you need to use 2 ports and modify
example:
"%programfiles%\vncviewer.exe" -listen 5505 (no encryption)
"%programfiles%\vncviewer.exe" -listen 5500 -dsmplugin msrc4plugin_noreg.dsm(with encryption)
the msrc4plugin_noreg.dsm and rc4.key should on same folder of vncviewer
required:
renamed msrc4plugin_noreg.dsm --> msrc4plugin.dsm required inside sc with rc4.key identical at both side.
update old dsmplugin with this new one MSRC4plugin 1.2.2.0to your SC and to your vncviewer folder (not plugin folder)
