I would like to know if there is a way to have the Remote Blank Monitor enabled by default. Currently I have to remeber to click on the button.

Remote Blank Monitor as default value should be dependency of "query incoming connection" state:

if display query incoming connection is enabled (remote support with somebody of remote computer

yes
if display query incoming connection is disabled (remote control if nobody at remote computer)
