Windows 98SE can't connect to the machine

I have a Windows 98SE set up as a VNC server on the same LAN as the viewer machine and when I try to connect to it via the Viewer or the web I am not able to " get a "Failed to Connect to Server" . I had this same problem on one of my other 98SE machines and I enabled the loopback and that seemed to solve that problem. On this machine I am not sure what is wrong.

What version are you using for the server and viewers??
