auto start as a "service" in Windows 98

When VNC server is installed on windows 98, there doesn't seem to be any provision for starting it as a "service" before user login... or is there?

Windows 98 does not support services. None of the Win9x/ME systems do. You have to have a Windows version based on the NT kernel for service support, i.e. NT/2000/XP/2003.

You CAN do
c:\progra~1\Ultravnc\winvnc.exe -install

and it will set up as close to a service as you can get on windows 9x. It basically just throws an entry in HKLM/windows/current version/run.

Not really a service, but it' accomplishes the same thing.
