Are plugins available for the VNC Viewer? For example, there are buttons along the top to CAD, hit the Windows key, etc... Would be nice if I could make a plugin to, say, restart the remote computer, and the button would appear along the top bar. Has this already been done?

Well you could use desktop samurize to add a nice restart button to your desktop :P

I've done it and it's very very well looking :P
