Windows 10, custom image when blank screen is toggled???

I am trying to make this work on 1.3.42 x64 version.
I am trying to run this on Windows 11, however same thing is happening on Windows 10.

Whatever I try to configure, the only thing that I manage to do is to get monitor turned off and I don't want that.
This is what I tried:

1. I tried disabling aero (for kicks of it)
2. Tried disabling hookdll
3. Tried setting in .ini CaptureAlphaBlending=1 and BlackAlphaBlending=0
4. I do have "background.bmp" file which I simply created in paint and saved it in UVNC folder where "winvc.exe" is located.

Nothing works. No matter which combination I try, the outcomes are these:

1. Monitor is off
2. Monitor is on and inputs are disabled (which are fine, that's what I want) and everything is seen what's happening on monitor.

And what I want is that no one sees what's going on but show custom image instead.
I have managed to get this work on Windows 7, but not on Windows 10.

After windows 7 MS removed the overlay support.
There is no proper way of blanking the screen on windows 10.
* The current method (windows 10) put the monitor in power sleep mode, this doesn't werk in all cases and when you move the mouse it's activated again.

The only method that works on windows 10 is using the virtual monitor drivers included in the latest versions of UltraVNC.
Internal UltraVNC server does this
1) An extra monior is added ( extend monitor) You see an extra monior in the display settings
2) The local monitors are disabled
Now, you run only on the virtual monitor, only visible with vnc.

this require that the virtual display is installed on the server.
