And if it is, can you give some basic instructions how to compile it?

It's broken with VS2017 and 2019.
Original is was made with 2013, require a cleanup before showing it.
I can make it GPL, if you willing to contribute your changes.
Current don't have time, adding a natplugin in uvnc . It takes more time then expected.
After that i try to make some time to cleanup.
