Can only connect to VM when administrator is logged on

Hello everyone, so here's my problem:

We have multiple Windows 10 VMs and we use uVNC on all of them. Normally you can connect to a logged-in VM and mirror the screen. This works just fine on all but one of our VMs. It only works if an admin is logged. If a normal non-admin user is logged in you can still connect, but it redirects you to the Windows login screen and if you log in with an admin account it steals the session off of the other connected device. Like I said it works fine on all other VMs but not on this one. Settings are default. Does anyone have a clue as of why that happens?

WHen you are using hyper-vthe console can be basic screen ( like a monitor connected) or a or an advanced screen ( you can resize on the fly). The advanced screen is a RDP connection.

Vnc running as service clone the basic screen. But the OS only allow one console
logon on basic -> close advanced -> logon advanced clone basic
