connection ok but it's not possible control

Good morning,
I have this problem. I connect with another pc where installed vnc server. The connection is ok and the screen appear and I see the remote desktop but if I click on the icon is not possible to control the remote desktop. I find also ultravnc.ini and the line where is localinputsdisabled is 0 to allow control.

Help me to solve the problem. :(

If you run winvnc as application and you have a single app open that required UAC elevation the OS block input.
Mouse move works, but you can't click.

workaround:
start winvnc as service or with runas admin
