Have uVNC server send IP address via email/post upon start?

Hmmm, the short* of it all is that I can load uVNC on boot-up (as service). But how can I then "tell it" to send the [new] IP address so I can log in from home in another state? Can I script uVNC into emailing or otherwise sending me the detail? Any other ideas are welcome.

[*The long story is that my mother, at age 80+, has decided to tackle both the web (via PC) and a smartphone! In her senior residents neighborhood, the usual broadband services are not practical. A better way is to use 4G LTE in hotspot mode to hook up the PC to the web. So, I have now configured a Windows Phone for relative "ease-of-use". This includes providing "hotspot" 4G LTE service to a laptop that I also got for her. We all know things are going to get complicated, especially at first. More than anything, that laptop PC is going to become very messy very quickly. Now, if I can VNC into it from my home every few evenings, I can tidy up things a little. Of course, her PC training also becomes far easier.

Anyway, it is likely that her phone's hotspot service will change IP address often. Waking her up in the middle of the night to send this detail over won't do... ]
