Windows normally doesn't support multiple session simultaneously like for example Linux does.

It's a good one, but isn't it so that magic packets aren't TCP or UDP?

So it'll be a problem because you would first have to be on the internal network before you could send the packet... (thus have to be controlling a PC).
So in many cases this isn't possible (or at least it isn't easy).

You can enable the viewer to act as a 'listening server'. Which means that another computer (the one you want to control) can connect to the 'listening server'. And after it's connected, you can control that pc.
So the connect-to part is reversed, but the rest is the same.

The password you entered the previous time, was a User Password (AKA User Settings). Now that you've set up UltraVNC as a system service, you need a system-password (AKA Default Settings). This is only asked once. If you enter a password you'll have rid yourself of this enormous problem :D

This probably is a typical NAT-router problem.
The typical ADSL-modem also has a router functionality build into its system.
You should try to connect to your router using http://<routerip> and maybe you can configure port-forwaring to the right internal IP.
