I would be interested in this functionality too. I've seen it from providers like logmein, where the system will automatically reconnect to the viewer IP address after a reboot.
Seems like in addition to VNC, there would need to be a tool built in which can auto-logon the remote PC.

Is it possible to get a connection going by using Start-> All Programs-> UltraVNC-> UltraVNC Viewer (Icon).
