Periodical auto-start of the server

My problem is simple - each time my brother sits at the computer, he closes the UVNC server and NEVER turns it back on. I want it to check every X minutes (configurable) whether the server is running and start it if it isn't. Effectively, I want the Close button to just hide it for 15 minutes... and ...
