ya, right there, it was the version of the msrc4plugin i had 1.2.0.0

the following works great:
UltraVNC ServerSC 20.03(Rel1.00)
UltraVNC Viewer 1.0.2
MSRC4Plugin: 1.1.6.0

I'd been using VNC a lot for the last few years and never got any problems i couldnt solve but this one i had while trying to enable encryption plugin in order to setup a secure conection using UltraVNC-SC.
