Hi,
It seems that it was a software firewall related issue. I uninstalled Symantec Client Firewall and installed ZoneAlarm instead and since it works fine with the ARC4 plugin.

I used 1.2.1 on both, but since it didn't work I've changed to ARC4 and that gives the same result.

I've looked at the FAQ concerning firewall ports, and set in and out ports on symantec software firewall.
And it still hangs on negotiate...

Well, I've already done that before posting. I opened local port TCP 4800 for connections coming from outside, for a specified computer (mine). I guess I should look at (and maybe post) some log files, because otherwise it'll be hard to find out whats wrong. Is it the DSM plugin log, or the UVNC log ...
