Here are my suggestions.
1. When someone starts the installer, I would provide a simple note that explains what uVNC requires to function.
2. During the installation, I would have the installer check the UAC status.

Try
0) Make sure the service is not running ( net stop uvnc_service)
1) remove sas.dll and cad.exe from the ultravnc folder
2) copy winvnc.exe to a temp folder
3) delete winvnc in the ultravnc folder
4) Make sure UAC is on and copy it back to the ultravnc folder.
During copy UAC ask permission ...

Thanks for the quick reply. I think I'm either so frustrated I'm missing something, but here's what I've done. :-?

1. I've modified my Global Policy per the MS instructions. It is now "Enabled" and for both Services and Ease of Access Applications.
