I propose to do the following

First try if you can connect when server and viewer run on the same PC

A)
1) copy 2 exe vncviewer and winvnc.exe on a usb stick
(only 2 files)

2) Run winvnc.exe from the usb stick
This open the properties to set the password ( ultravnc.ini is created on first run ...
