I have also extracted the rc4.key and the MSRC4Plugin.dsm from the exe, and it still doesn't work.

Cannot get encryption working - FIXED!
Before you read the whole thing, I ended up getting this to work by copying the dsm plugin to the root of C: I verified it works, and could also break it by removing from the root. I don't care why this happens, at least it now works. w00t! I just cannot seem to get encryption working. SC works fine ...
