manually allowing uVNC through windows firewall fixed the problem
Now I can connect both using IP or ".local" names

I thought Apple bonjour print service was taking care of making sure computers could recognize each others through .local hostnames....

Using IP addresses didn't work neither. I will try disabling windows firewall to see if I get better results
